When I attended the World Fair in Monteal, back in 1967, all the exhibits were in both English and French, except for the French exhibit, which was just in French. The French were attempting to promote cessetion of Quebec from Canada.
Down here in New Orleans, French tourists are well known to get upset when nobody working in restaurants, bars, or hotels speaks their language. Other foreigners simply assume that visiting the US will require them to communicate in English. The French tourists get upset with those speaking Cajun French, even though the cajuns are going out of their way to attempt communication.
